Dr. Dominique Carter

Award winning Scientist

Dr. Dominique Carter is an award-winning scientist, diplomat, and entrepreneur whose pioneering work at the intersection of science and technology policy and strategy has advanced the agriculture, health, and bioeconomy sectors. As the inaugural Assistant Director for Agricultural Sciences, Innovation, and Workforce at the White House Office of Science & Technology Policy [during the Biden-Harris Administration], Dr. Carter was instrumental in developing and implementing transformative national and global strategies on biotechnology, food security, and sustainable development. 

She is the founder of GlobalSTEM Solutions, a boutique consulting firm that bridges science, technology, and policy to deliver innovative, evidence-based strategies for governments, multilateral institutions, and businesses seeking sustainable development and global impact. Honored with the 2024 Black Women in Food Trailblazer Award, Dr. Carter is also an Aspen Institute Food Leaders Fellow, a member of the Council on Foreign Relations (CFR), an Advisory Council Member for the Harvard Business Review (HBR), and an Advisory Board member for SIA-Africa, a non-profit organization working to develop sustainable global alliances in scienceand education across Africa. A Chicago native, she holds a dual PhD in Microbiology and Bioengineering and is dedicated to empowering agribusinesses through science-driven policy and strategic investment
